I. Call to Order

The meeting was called to order at 1:00 p.m. by Christy Miller.

II. Approval of the October 5th, 2006 Council Minutes

With noted changes, Maryellen Fetherolf made a motion to approve and Kathy Troth seconded.

III. Committee Reports

Parking Appeals Committee
Kevin Jones will also sit on the Ad Hoc Parking Committee in addition to the Parking Appeals Committee.  The Ad Hoc Parking Committee discusses parking issues on campus whereas the Parking Appeals Committee reviews and decides on ticket appeals made by students, faculty and staff.

Promotions Committee
Many thanks to all who participated in the Relay for Life.  SAC raised $670 for cancer research.

Christy Miller is looking into the costs of sending out a Christmas card from SAC to all staff at Notre Dame.  Several people offered to help with the labeling and distribution if SAC proceeds with this idea.

Website Committee
The Relay for Life SAC team page is currently located on this site.  Christy Miller may put more information on the website about the various SAC committees.  Christy will look into getting a counter on the site to see how many visitors.  She will also look into getting this on the InsideND web page because many people access this regularly.

Benefits Committee
The committee met once this summer.  On August 9th, they met with three dental vendors to understand their programs.

Childcare Committee
A childcare survey is about to go out electronically to employees who have email access.  Hard copies are being given out with ND Voice survey for those groups who don’t have regular email access.

Redistricting Committee
Joy Schosker, Patty Smith and Maryellen Fetherolf are working to update the SAC districts in time for the January SAC elections.  They distributed a listing of the buildings and departments represented in each district and asked the members of SAC to review their districts for accuracy.  The group is considering recommending that some districts be consolidated.

Elections Committee
Christy Miller has asked for three volunteers for this committee.  John Mackowicz has volunteered as has Peggy Van Kirk.

IV. Additional Business

CLAP
Members of CLAP came to the September SAC meeting.  They are looking into forming a task force to review the wages being paid to employees at Notre Dame.

Drug Tests for Faculty
A question was asked about why faculty are not required to take pre-employment drug tests.  This issue is being looked into.

Vacation Accrual
A question was raised about the automatic vacation accrual process and whether the system was fixed to accurately account for people who take unpaid time off.  The answer to the question was that the matter has been addressed.

ND Voice Survey
Several questions were raised about the anonymity of the ND Voice survey that is currently being administered.  John Whelan explained that nobody at Notre Dame will be ever touch any of the surveys, and that they are only being distributed and collected by and outside survey company called ISR.  Once ISR tabulates the survey data they will send the combined results to the Office of Human Resources who will then share this data with campus.  The timing for receiving and distributing these results is the beginning of 2007.

Year End Report
The SAC executive team will put this together.  SAC members are asked to please send any information to Christy Miller so that she can include it in the report.

V. Adjournment

With no further topics to discuss, Bobbi McMahon made a motion to adjourn.  The motion was seconded by Peggy Van Kirk and passed.  The meeting adjourned at 2:33 p.m.

Respectfully submitted,

Human Resources
